Car misrepresented in ad. Is that legal?

Car dealer states this vehicle in NOT
certified  and the base price is $30,999. They
are misleading buyers to draw customers
under false pretenses.  Gmc of mahwah NJ

I just read the ad for this vehicle. It states that pricing is modified and adjusted sometimes hourly. So, with that disclaimer, I would assume it's legal. However I would suggest contacting your local Office of Consumer Affairs to be sure. Jim
