The car dealership I went to sold me a
car with the windshield looking like this
4 days ago should they have to replace
it

Is this a new car? You didn't give a year. If it's new and under a warranty, take it back. New cars do have a giant sticker put over the glass when shipped, maybe this is just residue that wasn't cleaned off and got streaked by the windshield wipers. A good cleaning and buffing with a product like RainX would probably take care of it.

Thanks genius don't you think I did that I've cleaned it with everything out there including vinegar does not come off

They said I got to bring it there to them to have their people look at it no guarantees it'll be replaced or fixed thing is I live 2 hours away I want to be certain it's going to be replaced if I'm going to waste my time going out there the auto glass place said it cannot be fixed it has to be replaced

Not 100% sure if it was used when I bought it from the dealership I thought it just needed to be cleaned good but I took it home tried cleaning it and nothing at all would clean it,, when I feel the outside of the glass it is completely smooth so I'm not too sure if it's scratched because I would imagine you would feel a little roughness but it's completely smooth

My apologies, I miss-read your initial post and somehow thought this was a new replacement windshield. Not sure why I got that impression, it is hell getting old. Anyway, if acetone doesn't help it a new windshield is needed. If the dealership won't help with the cost then I recommend Safelite Auto Glass. For a reasonable charge they will come to you and replace it. Sorry for my confusion.

Could be in the middle of the glass theres plactic between the glass no fixing that if so
