On my 1993 mazda 626 2.5 6v the radiator relay switch doesnt work when connected to fan, how do i fix that issue?

car over heats and the fans don't kick on but I checked the fans and they work perfectly. already changed thermostat, replaced spark plugs and wires and distributer. I need help please

could be the fan relays, or the coolant temp sensor in the block. It is the one with 2 wires going to it. the other one only has one wire, and goes to the temp gauge.
