Have you checked the bulbs, they are very easy to swap in the RS and Focus in general. Takes about 5 min for both.
open your back hatch, the wiring harness to your third brake light opens up and water dries out wires and the wires are bare and touch each other which blows the fuse. tape those wires up, you'll never have a problem again......you're welcome!
