my 98 camry has heat but only thru dash vents not defrost windshield

You have a faulty blend door. The only way to fix it is to tear dash apart. If you live in a warm state, I would live with it. Real pain to do.

not a blend door it is the mode door see if you can hear anything going on when you change it if not the servo is bad if you do repair the door/gear and done not to bad on the older camry's
