What could it be

My sister's car would not start I came over to jump
it and the lights on the dash the AC the radio come
on but that's about it it won't turn over there's no
clicking sound as if it would be the starter does
anyone know what could be wrong it's an older I
believe Toyota Camry

Might check to ensure the car's transmission is in "Park" (if automatic), or in a neutral setting (if manual). For example, if an automatic and the gear selector is in "D", the car will not start. Moving it to "P" will allow the starter connection to be made. If you've verified all that, and it still doesn't start, maybe something more intense that would require a mechanic to diagnose.

Bad ignition switch, starter relay, starter, really dead battery with dead cell or cells, blown fuses in a box, bad wires from battery to starter (do voltage drop). Other things but start with this.
