The 3rd generation Ford escorts are known for their poor quality gauge cluster assembly. In cold weather the gears tend to stick or slip inside the cluster. Usually you can find replacements in salvage yards. The other culprit is usually the speedometer cable connected from the back of the cluster to the escorts transmision. While usually they last the life of the car. Harder driving conditions and wetter areas tend to degrade the cable faster. Thankfully they are very cheap to replace. The part itself is packet change but if you do not know how to install one add about an hours worth of shop labor to the cost.

The 1999 Escort has an electronic speedometer. There is no cable. The instrument cluster is fairly easy to replace and the cluster can be gotten from a junkyard.
