How do I get the Automatic seat belts in 94 Escort to tighten when appropriate - hard braking, hit from rear, etc?

The automatic shoulder seat belts in my 94 Escort do not tighten, or grab, when brakes
applied hard or if hit from the rear... How to fix this safety issue?

Naturally, that was tried months ago, as we all do if we are checking our seatbelts. These belts are automatic and it is an electrical problem but the mechanic cannot find the problem. I am looking for a technical solution.
