car trouble

my 05 explorer will not start without being jumped off but battery has 13.1 volts
also message center has reading diag trouble code: 9318, 9352, 9317, D900

Sounds like you have significant corrosion on the at least one battery cable or your alternator is going bad and not properly recharging your battery. Since you are reading 13.1 at the battery, I suspect it is your wiring (corrosion).
