installed steering column on my 1999 f150 ,I have power ,but it wont crank

I instaled a steering column in my 1999 f150,it would crank but no start. The
column I pulled at the junk yard was a 1998 ,I was told 1999 could only use
the column from a 1999 or 2000 because of the anti theft and computer . So
I found a 2000 in the junk yard and swapped them out. Now I have full power
but wont crank . I jumped it from the solenoid and it did crank. It wont start
until I get the key programmed but why wont it crank?

I figured it out . There is a silver metal box on the floor under the a/c controls . Some kind of junction box ,I took it out to get to my blendoor actuator ,and was going to bolt it back down after I replaced the actuator . If it's not bolted tight it's not grounded. I heard it clicking when I turned the key,but nothing was going on past the box . I bolted it down ,now i'm cranking. Now I am just waiting on a locksmith to make door keys and program the key to the computer,so itwill actually start.
