you must have your diagnostic check-up, could be done at your parts supplier...think this one is OBD-II (on-board-diagnostics) and doesn't need the check engine light to record somethin' funny goin' on there- have this checked, then tell us the results...it'd take the guesswork out of your diagnosis.
Some cars the CEL will come on triggered by mileage alone, to remind you about service..but...can you describe 'funny" about start up? It might not be mileage if you are having things happen about the same time

Funny like i when turn the key i have to step on the gas few time
It's not the starter motor. The ECU does not monitor the starter. Get the codes read to see what caused the CEL like Bob said. -- Mornin gentlemen.
and g'morning back at ya fellas. Helpful dudes that ya'all is

back when cars used to have a carburetor, pumpin' the gas would inject fuel down the throat of the carburetor...but no more, we place this responsibility squarely on the computer's abilities to know when is the right time to 'gas it'-, and pumpin' the pedal ain't what it used to be-

don't scare her H, this may not be the case with her Mountaineer!
You are right Bob. 100%. No need to start in with posting with far fetched scenarios. I am trying to find out if that '99 has OBD or OBDII
