i bough a 2007 impreza - the air conditioning does not work at all - I dont think the compressor kicks in. Are you supposed to read a voltage at the single wire just above the compressor? Mine reads 0

A 2007 Impreza has an A/C relay mounted in the relay panel on the left side of the engine compartment. This relay watches for refrigerant pressure thru the A/C pressure switch mounted on the left side of the engine compartment (usually on a hi pressure line) if the refrigerant is low (your a/c system developed a leak) then the pressure will be low the pressure switch sends this information to the a/c relay which in turn does not turn on to send voltage to the compressor. The purpose of all of this is to not allow the compressor to burn itself out.
