What is the voltage reading on a radiator fan relay to tel if it's bad?

I replaced the water pump also the
thermostat and the car is still
overheating.1993 OLDSMOBILE

I think it is suppose to be about 6 ohms good,and would show 0 ohms if bad,but that said,does,s fan run when car is heated up?
