car does not start

91 olds cutlass wont start. has new fuel pump,good spark to the plugs,45lbs fuel pressure ,good injector pulse,good engine compression.as soon as the fuel pump shuts down fuel pressure drops to 0.it will start with carb cleaner spayed into intake.trayed pinching off fuel return hose,makes no difference.I have been a tech for 50 yrs but i am mistified

Sound,s like you have good fuel pressure,if this at the fuel rail?

But if loosing pressure that fast,something is not right with,the fuel system,should hold it for a good while.

Check the fuel pressure regulator,may be bad,

Are you sure the timing is correct?It take ,s timming to put the fuel and fire together,the ECM controls,the injector,s same as plug,s.
