i have a 2001 grand am se loosing fluid from the overflow tank fans don't appear to be on

Probably a bad thermostat. Are the radiator hoses ok? Make sure they're not collapsed. Hopefully it's not a head gasket.

Yes the fans should be on but you have much bigger problems. Check your thermostat and water pump. As far as a blown head gasket pull your oil dipstick and see if it's overfull and foamy.

Ok thats good. Then you need to look at changing the thermostat and/or the water pump.

if you are worried about a head gasket, you can also do a combustion leak test on the radiator. NAPA sells a kit, and there are some good videos on how to do it. the kit is about 40 bucks tho, so trans ams idea about starting with the stat is the best.
