Question type: Maintenance & Repair

Car makes clicking sound when you try to start it, but lights, radio, horn, etc all work. Is it
the starter?

Sure sounds like a starter to me but it could be the battery. Charge the battery, start the car and drive it to your local Autozone. They can load test the battery to see if it's holding a charge. It can still work the lights, radio and horn but not have enough to start the car.

Agree. Always do some troubleshooting before blindly throwing expensive parts at the problem hoping it will go away. If the car starts when you boost if from another car that's usually a pretty good indication that its the battery, but a proper load test is best to be sure. Hopefully that's all it is.
