I have a 99 CR-V that appears to be running rich

I have a 99 CR-V that appears to be running rich, cylinder 4 seems to be
getting the worst of it.  Wondering if the O2 sensors can be causing the
problem. Check engine light is also flashing.

You have the typical engine problem with CRV engines. The oil seal in the cylinder is bad. This is especially happens when the wrong oil is used. You will be throwing away money if the oil seal is not replaced because it will continue to foul O2 sensor, etc.
