I have a 2011 Mercedes Benz c300. Why does it sound like the power steering is going out only when I start turning from a dead stop?

That car has speed-proportional power steering. But hydraulic, not electric, with a pump. Speed-proportional means there is an orifice in the hydraulic high pressure side to prevent over-steering at high speed. The faster you are going, the less fluid is pumped through to compensate for speed. You need to turn the wheel much more at 70 mph and get the same turn as 35mph. That's as well as I can explain, it's a difficult concept really that has much more to it. My point being is that may be the problem, the proportioning system is faulty. All that being said, you need a dealer or German car specialist
