Power? They don't have a supply voltage or the ECM is not firing the negative lead. You using a volt meter or injector test lights If there is no power I would dig into the ECM or fuses. If the ECM is not firing the injector, this may sound off topic, but has the ICM ever been changed? On GM TBI units the ICM reads the engine rotation from the pick-up coil in the distributor, converts and sends the signal to the ECM. Once the ECM sees 400 ish rpm it will start to inject fuel. If the ICM or p/u coil have failed you will have no fuel. Try the Ignition Control Module first. Even if this does fix it, you will need it eventually (#4 in my '92 with a spare in the door pocket). Ensure you use the supplied greese between the baseplate and the module or a good di-electric or it will cook (one of the 4). If that doesn't do it test/replace the pick-up coil. You have to pull the distributor to change, and re-time after (fairly easy if you follow my steps if you need them). Good luck.

Unplug the injector Use a test light and see if it is not getting power or no ground to the injector wiring plug in.
