the transfer case is locking in but the front wheels are not turning what is wrong?

the front axle is vacuum actuated. Either the acutator has a tear in the diaphram or the vacuum lines are deteriorated going to it or the vacuum switch on the transfer case

yep when in 4 wd.... see if your vacuum actuator collapse and pulls the cable and go from there
