I have a 1996 Chevy S-10 Blazer LS with 4.3 Vortec, Auto transmission and 4WD and I would like to know how can you tell if it came with a Flash Reprogamable ECC?

I am trying to find out if my vehicle came with a Flash reprogramable ECC.

They can only be flashed with the original specs for your vehicle, and can only be done at the dealer.

I am not trying to reprogram it. I had a shop put a new crankshaft sensor on my vehicle and It was just replaced without learning it. I am still having drive ability issues and I need to know if my year blazer has a repromable ECC that the new crankshaft sensor needed to be learned after installation. Because that would mean the mechanic took a shortcut and did not do it correctly.

So no, you do not need to re-learn anything when replacing a crankshaft sensor.
