Js08016 led me in the correct direction, but all those fuses that he mentions were good. I found the fuse for the cigarette lighter was blown open. I replace it and measured power to the test connector then my truck passed the emissions test. Who would have thought? Problem solved.

I have the same problem but all my fuses are good. Is there any other problem it could be.?
