How far off does the timing have to be for a No Start condition?

If the distributor was out, only one tooth, I don't know what year this is but now a days you cant set the timing, the computer automatically does it.

Sorry, lot on my mind these days. The car is a 2001 Neon 2.0. I'm having a terrible time getting this little engine going. I'm rechecking everything.... B
