I have an 02 ram 1500 5.9 new clutch fan is it supposed to be so loud is it ok to drive

When you first start it after sitting for a while, it should engage and roar for a while. The idea is to draw a large quantity of air across the radiator when it needs it and then float free when it doesn't - helping your fuel mileage. Most vehicles don't require a fan over about 30 MPH unless towing or climbing a hill. Grab the fan with both hands (with the engine off of course) and see if you can spin it with a little resistance. If it's frozen change it, if it rotates - it's working the way it was designed to work.
I beleve its working properly the old one didn't sound like that and it is real loud I changed the water pump and it was highly recomended to change the clutch ok your right it is not that easy to turn the fan so I should change that too I almost put the other clutch back to get rid of the noise
