96 Dodge 2500 Diesel w/ 5 spd manual trans NO Passing Gear

Question type: General

The problem is that when i get to 1500 rpm its like clutch engages itself...throttle has a
sweet spot i can ease on to get it to climb to shift but if i try to pass or accelerate passed
that spot rpms raise but speed doesnt increase like it should....3rd, 4th,& 5th gears
only....Any one have any ideas why.....I would greatly appreciate feedback...thanks
