2013 Ram 2500 Strange pumping noise when cold.

I have a 2013 Ram 2500 Diesel. The truck has 45000miles and Ive been noticing something that seems new. Unless ive never paid attention to it. When the truck is cold, there seems to be a noise coming from the engine compartment. It almost sounds like a pumping noise of sorts. I'm not sure how else to explain it. as far as I know it goes away after a while.

If it aint broke, don't fix it. Where I live it was -2° today, went with my sister in her 2004 Ford truck to her camp, a noise come from the engine compartment that sounded like radio noise usually caused from something electrical with the engine. But it was not coming from the radio, and she said when-ever it is cold it makes that noise, you get above 15° and the noise goes away. Its just cold out there.
