AC Control panel blowing

My AC Control panel blew out because of a short somewhere. Mechanic can't find a short
anywhere, but noticed when the AC and re-circulate buttons are depressed voltage is
dropping to 9 volts. They managed to find a solution to that problem and they installed an
inline fuse to the AC so if it happened again the Control wouldn't burn up. The fuse keeps
blowing after AC is on for a few minutes, whether it be on high or low. The fuse is a 4amp
fuse. I am at a loss and have got $500 into trying to figure this thing out. Please
