Question about tyre damage (picture)

I'm on the verge of buying a car but I noticed something
strange on the alloy wheel. Can anyone explain if this will
be a long term issue? Does it look like it's been repaired in
the past?. Also when I turned the car off it made a strange
fart/beep noise when turning off will this just be the turbo
or something else?

That damage is oxidation that has gotten in under the clear coat on the wheels. It was likely caused when removing the lug nuts (the bit slipped of and chipped the clear) or a stone. It should be fine as long as it is not on the inside(reference photo) of the wheel. I would ask a wheel repair shop if you wants professionals opinion.
