where in the u.s. had the lowest price to buy used cars. this price should also
show any sales tax associated with the purchase

Sales tax aren't going to make that big a difference, as compared to regional difference in car values. Also doesn't matter where you BUY the car, you will pay the taxes on where you REGISTER the car, namely your home state.

Maybe the mid-west is cheapest but the cost to transport a car thousands of miles will erase any savings you might get. Eastern cars and cars where roads are salted in the winter should be avoided due to rust. A 9 year old car from the north west may be completely rusted out. For rust free cars try the south western states - California, Arizona, New Mexico etc.

I cannot say what sales tax would be for a foreign buyer. Sales tax is normally assessed based on the state you live in.
