I have a problem with rust in cooling system

Ok so my "Old Dodge" 1997- 1500-5.9 litre engine has a problem with rust in the cooling system..
Was told by mechanic that was a problem with some mid 90s engines..
and that the only way to fix it was change engines..
Sound about right?..
Ive tried flushing,numerous times,cleans it up some..but it returns later

The corrosion is most likely in the radiator- change that before you think about changing the engine-

yeah I have already changed that..and the water pump...still got it..
