when replacing a radiator fan on my 2006 Z06 should the mechanic replace the modulator

I had my car in for service because the air went out and the engine light came on. Turns
out I needed (i am told) a new radiator fan. I picked up my car and in about 300 miles the
same thing happened. I am now told I need a modulator. Something is not right.
