My 2003 RX300 front wheels make a oscillating noise when car is coasting or being pushed down hill in neutral

when my car is in neutral and the vehicle is coasting it sounds like the wheels
are making an oscillating sound. I can hear the sound when the car is being
driven. What could this be??
