does throttle wire stick? is the pedal returning fully? are vaccuum lines rubber? if so replace them if 5 yrs old +. leaky injector(s)??? these are just some questions to start with. check engine light lit?
likely a choke issue, take off the air cleaner and check the choke when the engine is both cold, then hot. it should be open a small amount when cold, and not at all when hot
could also be an air leak, either through the gasket, or vacuum lines
at highway speeds continues that speed with foot removed from throttle
