1984 chevy corvette left and right and high beam light comes on solid color when connecting battery

When the battery has bin disconnected for a long period of time like months he reconnects the battery and try's to star the car and in clicks like its not enough power to start it. but before starting at the first turn of the ignition that's when the lights came on, did not jump start car yet is the car telling him something should he hold off on jump starting it. by the way when the lights came on he saw a solid color but with no simple like the arrow for turn signal.
