95 Thunderbird will start roughly and shut right back off

When I go to start my 95 Thunderbird, it wont start sometimes but other times
it will and it wont stay running. I was thinking maybe its not getting enough fuel
or maybe its the throttle positioning sensor, but I'm not completely sure. Any
help would be appreciated.

check/test all spark plugs & wires, vacuum leaks. Fuses under dash & hood, relays, Grounds from engine block to frame & Battery to frame, Clean MAF sensor with CRC MAF cleaner, Clean Throttle Body & IACV with CRC throttle body cleaner and new gaskets for those, Make sure all electrical connectors are on and tight. Has the check engine been on while driving it, if so scan it to see codes.
