SOME WHERE A WIRE IS NOT CONNECTED, OR IS BROKEN, THE INSULATION HAS A HOLE = A SHORT. BAD FUSE. WIRE NOT CONNECTED TO FUSE BOX. OR CONNECTED TO WRONG FUSE TERMINAL. WITH STUFF LIKE THIS, ALWAYS LOOK FOR THE SIMPLEST, STUPIDEST THING FIRST IT'S USUALLY IT.
