Why is my car saying it's Over Heating, but then goes down when A/C is on

I have a 2002 Monte Carlo LS 3.4 and the temp gauge shoots up but when I
turn on the A/C it goes below halfway almost instantly? What could cause this?
I've replaced water pump, thermostat, radiator, hoses, level sensor, temp
sensor, and I can't figure it out. Please help Me.

Engine Cooling fan is not turning on, possible fan relay, fan switch or wiring. AC bypasses the normal circuit so the fan runs and cools it down.
