As far as 2003 model year is concerned. Yes. But a purest might not say so.
"Muscle Car" is a term saved for cars from the 60s and early 70's- they had lavish amounts of brutal horsepower, couldn't stop or corner, but could gather speeding tickets like bankers gather money- your Monte is just another pretender trying to cash in on past glories-
The 3.8 V6 in the 2003 Monte Carlo puts out a break-neck 180HP. The engine in my Corolla is 1/2 that size and puts out 130

no it is not a muscle car. I have the SS LS4 & don't consider it a Muscle car. Pony cars back in the late 60's & early 70"s are now considered modern muscle Mustang GT, Challenger RT, Camaro SS & GTO. Basically it's an oversized engine in a smaller coupe. Where the Monte SS is off is its FWD not RWD. If it was RWD it would meet all the requirements to be considered modern muscle.

In 1970 YES they were a MUSCLE CAR. I had a SS 454, 425 factory horse power. Anyone who ever lined up with it found out is was a muscle car. It never was beat!!

Muscle cars ranged from Vegas to , yes, the Monte Carlo ss and evening chevettes.. it s up to you how much sweat and muscle ( and$) you want to put into it.. any car can be turned into a muscle car!

My 2003 Monti SS id a blast to drive. A tuff car yes, but not a race car. Just handles great and responds in a grateful manner. I like the response and handling of this car. But not a race car. I drive the streets and a car of such power is no need on the streets. My opinion. But its a fine car to enjoy.
78 monte carlo is RWD and with a new 350 in it I don't see how it's not a muscle car. Popular one? I guess not but it's no joke.
