truck not turning over

when i go to start my truck theres just a clicking sound, i can jump the truck
off fine, and drive it, but it won't start again.  i replaced the battery and it still
does the same thing.  i found a ground that came loose, but i don't know
where it goes.  its a long aluminum wire.  does it mount to the motor?  theres
two wires that come from the battery negative post, and this one is not
hooked up.  Is this my problem?  if so, where does it mount.  1999 chevy
silverado
