2000 Silverado rear driver side running lights not working

Got a 2000 Silverado with the left tail light not
working. I have brake lights, turn signal, reverse
lights, just not a running light. I've check the block
where all the plugs connect, and it doesn't seem to
have power to the running light prong in the block.
Could it be fuses or a bad wire? I'm at a loss
because I can't seem to find anything.

Would that control both sides? It’s just the driver side on my 2500HD Silverado, and it keeps blowing the 15A fuse,
