Took dash out and changed heater core. Checked fuses,
light bulbs, and wires on the brake pedal. Changed switch
on brake pedal. Everything works but the brake lights.

The orange wire to stop lamp switch is hot all the time and fuse protected. You can use test light to check for voltage on that wire. When stop lamp switch is activated, the white wire goes hot, and carried to other fuse, note the diagram. Have you checked for voltage, anywhere? You use a test light to check for voltage. voltage and ground basic checks. If the other lamps at rear work, the ground is probably ok. good luck
