I had a very similar problem on time. I was helping someone who had an 89 mustang and the brake lights didn't work. The fuse would blow as soon as the brake was pressed. We tore out most of the dash, all the seats, most of the plastic, and most of the carpet. We followed the lines from the fuse box all the way to the back of the car. Then we unwrapped all of it. we ended finding the problem in the corner of the hatch door. Someone had tightened a screw with the brake wire under. I don't know if this is like your problem or not, but let me know if it helps!

Most likely is the circuit board for the tail lamps which is a poor design and regularily fails. Are the bulbs burnt?
