Trans won't shift out of 2nd.

My 2000 5.3 Ext cab Silverado shifts from 1st to 2nd just fine but it won't shift
out of 2nd to 3rd or 4th. It stays in 2nd and I can run it up to around 3000rpm
and I'm going 45 mph.or I can go up to 3500 rpm and it does 50 mph. If I let
off gas it coasts.

I had it rebuilt in PHX AZ last year and it did this out the gate. Wasn't able to get it back to PHX. Aamco charged me $129.00 to diagnose couldn't find anything and wanted to tear it down. $375.00 they were leaning towards the torque converter.
