What is this and how concerned should I be?

Driving a used Silverado that some previous owner
lowered. Apparently it can’t even hop a curb.
There’s this piece bolted into the frame that is
damaged. Looks easy to repair, and it doesn’t seem
structurally important, but who knows. What is this
thing, and how much of an emergency is it?

That bar is stabilizing the front axle and needs to be replaced ASAP. I think your truck probably has a lot of rust so a thorough inspection is in order.
