How to wire the pvc system along with the seed cluster

How does the pvc wiring system work and is thier a wiring chart for this problem.
My truck will not start the first time as if it is not getting the gas.
I also would like to know how to wire up a new cluster for my speed control unit.

PCV does not use wiring. Not electrical, it's a large vacuum hose from intake for a vacuum to suck air from crankcase, to the PCV valve, usually on valve cover
