On my 1997 Crown Vic my light blinking on and off
when I am drive can any give me a tip on what
might be the problem

More than likely it would have something to do with emissions. You can go to an auto parts store and have the vehicle scanned for trouble codes, that would let you know what the issue is.

It's call a lightening box under your dash board

In my 1997, ti meant a blown spark plug. I replaced all 8 plugs, then noticed that one of the plugs had darn near lost the electrode tip from use. Once the new plugs were in, I reset the system and the light went away.
