Is my reman PS pump DOA?

I bought a motorcraft remanufactured power
steering pump to replace on my car. The
pump and the inside of the bag it came in is
completely covered in oil. Is this some sort of
protectant oil or safe the say the pump is bad
and I should return it?

I would say it is either protective oil or oil that maybe leaked out of the filler cap when the pump was shipped.
