Pump and Levels OK but No Power Steering in my '03 Expedition

So yet another problem has come up with our Expedition. After it started stalling on us
(again, after putting in a new fuel pump 2 months earlier) we had kinda had it and have
let it sit since June (of this year). Jumped it today. It started right up and we're able to
drive it around without stalling but the power steering is not working. No whining or
unusual sounds under the hood and the level says full on the power steering fluid.
Have had this SUV less than a year and it's been a money pit of repairs. Any ideas on
what could be going on and a relatively inexpensive fix hopefully?

Is your power steering belt missing or very loose? Check it first

@oldtimer37 Hubs said the serpentine belt looks fine and isn't loose.

No Noise, Fluid level full, belt tight, no leaks, there just isn't anything else I can think of that would cause this. sorry, maybe someone else knows something. Have you had a real mechanic look at it?
