I attempted to read the service codes on my 2003 Ford Expedition 4.6 I hooked up the diagnostic scan tool to the OBDII DLC port and the scanner could not link to the trucks computer. I checked the fuse the the DLC connection is wired to and it is was NOT blown. I am baffled to what it could be.

Turn ignition key to on, engine not running?

Check the DLC / ODBII port connector after all these years the pins get pushed out make sure all pins are in postion and check pin number 16 for 12volts
