Fob lock not working with remote

I have 03 Expedition XLT the remote stopped
opening the locks and rear window.  I changed the
battery and remote 3 weeks ago and worked fine.  
Last night the remote locked the car for the last
time.  The locks work from within when i hit the
unlock buttons on the interior of both doors but the
remote does nothing.  I can get in using the key
pad and it opens.  Tried reprogramming the lock
using turning off and on the ignition but the locks
do not unlock on the 8th turn with the key in.  Any
ideas on what needs to be done?
